Pages are coming out light — does that always mean the cartridge is finished?

Not always. Toner settles as a cartridge empties, and the powder that remains can sit unevenly inside. Remove the cartridge for the position that is printing light, hold it level, and rock it gently from side to side a few times to redistribute what is left, then refit it. Output often firms up again — the cartridge was not empty, just unevenly settled.

How much extra printing does the rocking trick actually buy?

Treat it as borrowed time, not a refill. It can carry you through the job in hand and perhaps a few more, but the cartridge is in its final stretch.
