On an 8,000-page-a-month machine, the first cartridge lasts around five and a half months, so the spare waits about that long; on a busier machine, less. That wait is harmless if the cartridge waits properly: sealed in its bag, flat, in a cool dry place away from heat and sunlight. A compatible cartridge stored that way loses nothing by waiting — write the arrival month on the box and there is nothing else to manage.

What if the first cartridge out of the pack prints badly?

Anyone whose volume is new, unproven, or about to change. If the machine is newly installed, if a department is merging or moving, or if a first compatible cartridge still has to prove itself in your environment, the single is the prudent buy and the 2-pack will still be here next quarter. The pack rewards certainty about volume; it is not a discount worth gambling shelf stock on.
